It sounds like it'll fall within permitted development regards planning, but you will still need to meet building reg requirements.

The internal manhole could be an issue, but your best bet would be to speak to building control. There are ways round that issue that don't require you to rerun your sewer!

Most building control depts will be happy to speak to you, but it does vary quite a bit from council to council.

Different Councils, and different personnel mean there are few hard and fast rules. Your local Planning Dept will certainly be the best bet. They are usually happy to give helpful advice free of charge - at least mine is, but then I am Chairman of Planning, and hope I am a nice guy!

Default Anyone clued up on Building regs/planning permission?

This is what I know after having a major house refurbishment project, lasting 53 weeks:

Planning and Building Regulations are two separate departments in the local council. All planning applications are now only possible on-line. I would suggest you speak in person to the relevant departments of your council, because - particularly with Planning - they are loathe to provide written opinions at to whether your application will be successful. This is because applications are approved or rejected in public hearings hosted by lay persons, not Planning Department staff. These lay persons are however guided by recommendations made by a senior member of staff.

Building Regulations can be made as one 'complete comprehensive application, or alternatively under the permit scheme where you have to call in the building inspector at specified stages. For your project (which is relatively simple) I would suggest the former.

A second source of assistance would be to use the service of a planning consultancy who will be able make the applications on your behalf and provide advise. I would not recommend an architect which may be unnecessarily expensive. The council, once again may be able to direct you to a local consultancy.
