Try ringing the local council on monday. They are the best people to speak to. After all they are the ones that have to sign off on it all.

I'm planning on buying a new house [1930 built] 3 bed semi on a corner plot.

I want to build a rear sunroom under permitted planning. 3 mtr depth along the length of the rear elevation. This falls under the permitted construction as far as I can see.

I also plan to partition off the room and include a wc and utility room. This area will be accessed by the existing back door. The main sun room will be accessed by French doors which will replace the existing dining room window. This is where I am confused if this is acceptable?

It will also mean that the toilet waste pipe will run within the construction. The man hole cover will sit approx 0.5m outside the new construction.

It would be acceptable I'd imagine, however you would need full Planning Permission and Building Control.
