Yes they do, the offset makes the wheels stick out slightly further from the hub, gives a more aggressive stance.

Those wheels on Rick's car look amazing, however I personally wouldn't want them on mine simply because the look very labour intensive in the cleaning department lol.

My car as fork wheels (Connoisseur SE) and they are way too fussy to clean easily (me being a lazy NAUGHTY WORD-NAUGHTY WORD-NAUGHTY WORD-)

Yes they are a pain to keep clean. Just bought some Apexs in anthracite as winter wheels for redfive which will be easier to keep clean
