What thing moves left or right never clear and a completely non-sensical saying for something that is radially symetrical. Quote:

My emphasis above ^ And it's not that there are positions where the 'rule' (if you can call it that) doesn't apply, there's actually only one position where it does apply, so only applicable in an obvious sense about one quarter of the time. Wha't so difficult in saying 'clockwise' or 'anti-clockwise'? I'm not so sure someone that can't understand that concept should be near anything mechanical. I often see this terrible saying quoted on guitar forums where someone will ask with surprising regularity which way to turn the hex key to adjust the (neck) truss rod. Here it actually makes more sense (however jarring it is to my sensibilities) as due to the layout of a guitar the arm of the key is usually pointing straight up with the viewer looking at the end of the bolt.

In this case there is a clue on the filter cap also how tight it should be.
