A thermostat should fail in the open position. They are designed that way.
If you have one thats stuck closed it's unusual, or there could be a blockage.
Most likely still air in the system, or as you say it's dragging air in.

I see your car has recently been worked on in the garage - long shot here but is it possible the garage have fitted a 2nd thermostat not realising you will have a PRT fitted being a 2004 car. It has been known that a garage does not realise a PRT is fitted so put in a thermostat in the upper hose chamber - search the site and you will see it has happened quite alot - it leads to strange temperature behaviour. Just a thought.

Did you check the levels in the expansion tank whilst it is cold?
