Looks like a Midget wheel................. but the bumper?
Same wheels used on AH Sprite......... but the hub cap usually have AH engraved.

I wondered about Midgets last night (I should rephrase that) & if it is then that must be the front wheel & that line is the top of the sill but it really looks like a back end
