I suspect that the driver may well disappear before he is due to appear in court and everyone will lose out..
Thats one of the reasons our car insurance keeps increasing.

I suppose it is an ingenious ( but expensive ) way to avoid a parking ticket as he hasn't got any wheels on the ground.

I've just realised how to save thousands when parking in London et al....

He was his passenger,who disappeared before police arrived. But i have been helpful with police enquiries.
