If you find an orange clip already on the filter, that's when the seal was disturbed. I guess it's possible the seal has deteriorated, but they are fuel resistant and should last 'forever'.

If there's no orange clip, then you absolutely must fit one after replacing the filter element. You can almost guarantee FFS will let you down otherwise.
