I can assure you my 3mm thick fibreglass is more impact resistant than a rusty steel one, or even a decent one and if under arch stone impact is such a consideration ??..then why are the liners made of plastic,

A cover made out of pressed steel that also has to be painted, is always going to be more expensive than fibreglass, plastic, etc. So you have to ask yourself why the factory didn't use the cheaper materials ?
If it's fuel related, even just a breather, then safety is always going to be the main priority, so steel would always be my choice for this application. But rest assured, I certainly won't be panicing about it each member is fully entitled to fit what they like to their own car
