poor performance cdti

my rover 75 cdti performance seems to be lacking the turbo doesn't seem to kick in any ideas of causes when I checked the pipe work to manifold was loose would that cause it or could it be something else.

Yes, it definitely would. It would also cause a lot of black smoke

When you say poor . Compared to what.
Did it suddenly become poor or has it dwindled off.
A decent one will pull from 800 rpm
the turbo on the rover won't kick in it's a strong pull with no lagg..
A little more information could point you in the right direction with this issue.

A failing or failed MAF sensor can hamper performance.

True, you can't feel the turbo on a 75.
