With the looming event of all new cars being electric in ten years time, the average motorist of older fossil fueled cars are going to be hung out to dry. Make them expensive to fuel, restrict them from coming into cities without paying a ransom is a sure fire way of pushing older cars off the road. It's only going to be the enthusiasts who will use there cars sparingly that will survive this constant demonisation of older cars from the government.
