Can I be objective.... all these " cushion fillings" would that not present a fire risk?

I seem to remember when I worked for Rover group, that during development the OE tyres on the75 had the tread specially designed to reduce certain frequencies of road noise. I did point out that when a tyres were replaced all that would go out the window. I was told Its all aimed at the first customer .
