On the OBD what would be the normal engine temp

My 1.8t 90-95 and fan cuts in at 104

Just to add to Rover Ed note

If your temp sender is not working correctly and not giving a true reading the fan will not activate until the IPK reading reaches 104 C .Meaning if it under reading your engine temp may be higher than the shown temperature . Some of Ed's recent problems involved poor wiring connections to the temp sensor

1.8s usually run anywhere from 88 - 95 on the open road and will slowly raise to 104 c when sat in city traffic before the fan should cut in at 104 C
