Default Max Image Size in forum Image Gallery

I have just been trying to upload some pics into my gallery on the forum but get the message that they are too big, can someone tell me what the maximum size is please and how i can resize easily, i think there is a windows tool you can download which makes it a simple process but have forgotten the name of it

Search for Microsoft Photo Editor........very useful little tool.

I just up load the photo and reduce it to 34% and save it.
