Question Fuel Gauge Problem In A Diesle 75

I'm trying to help my neighbour fix a problem with his '52' registered diesel Rover 75. The fuel gauge moves only a fraction although the tank is about three-quarters full. We've taken out both sender units. The combined pump/sender appeared to be ok, but the filter/sender unit was in three separated pieces in the tank and it didn't look anything like the drawing in the Haynes manual. It didn't have, and there wasn't anywhere to put, a filter. Rather than go on about it now could I ask anyone who can throw some light on this to let me know. Many thanks,
