not a legal requirement and not much of a test i took mine at school when i was 9 about the only thing i passed

Last week we hired a couple of bikes and cycled a 28 mile round trip( on a resufaced dissued railway line in Cornwall).We were passed many times by some "Trendies"........full gear/expensive bikes etc, each time the different groups would shout "passing on the right..move over..coming through"!!When we asked them to slow down as many Seniors etc/a few dog walkers...we usually were met with abuse!I guess they drive like that too.
SWMBO uses her bike every day and was not very pleased, put one of them RIGHT in his place ....no naughty words either.They give normal cyclists a really bad image.

when we have sold all our scrap motors, copper, and gold to the chinese, have no manufacturing left, and have become a third world country- this will be the least of our problems.
