Question for T4 operators about R600

I have question if any of Testbook T4 operators we know on this forum can help Rover 600 owner in order to pair new steering lock immobiliser with engine ECU and program new remotes to central locking systems?

I am asking this question since now and then there is a question of lost keys and Rover 600 post '96 owners need to find T4 operator which can do such thing. It would be nice to know if you can do that, so these owners can be sent toward you.
