I would start by cleaning the lenses first That is of course, if they're clouded

What type of headlights do you have ?
Reflector (halogen with faceted glass lenses) Projector (halogen with a fish eye lens on the outside lamp) Xenon (fish eye lens on the outside lamp and an aluminium box on the back of the lamp unit)

Looks like halogen projectors although you have a wash kit but this may be a retrofit... Ditch the fly eye, see if the inner fish eye lenses are fogged (they can get a coating on them...).

I'd agree with the above - fly-eye does massively reduce the light output.
