If you want to send. Message to someone privately on Facebook, then you do it via Facebook messenger. It’s like sending a text message.
If you want to post on their timeline, then that will be public unless the person you’re sending the message to has set their privacy settings to private. So, the timeline is for everybody to view or to at least friends of that person.
