Default seat belt height

I am wondering what mechanism regulates the height at which the seat belt sits while 'at rest' in its B-pillar slot.

I have noticed that on mine the passenger side sits centrally (which is think is correct), but the drivers side sits at the bottom of the travel allowed by the moving bit in the B-pillar. See pics.

I suspect they should both be at the mid-point when 'at rest' (which is how they sit on my other 75), but I can't see what mechanism regulates this.

I recently had the divers side B-pillar trim off for another reason, and only noticed this when I put it back, and I can't honestly remember whether it was like this before that. I think it might have been.
