As above and stated by OP the diesel engine cover comes with three same length bolts, also stated by Brian the bolt which is being pointed out as a tube insert in the cover inside the rubber grommet to stop the bolt being over tightened, sometime the tube can fall out and if missed when the engine cover is refitted it can and will pierce the cam cover at that point, the brass collet is just that a collet it does not have a closed bottom, and is situated directly over the cam chain thereby if pierced it will throw up oil off the chain and out through the collet as the cam cover as been breached.
I have in the past used a reg plate plastic screw cut down to make a grub screw 3mm then use a 10mm bolt instead of the 14mm supplied with the car when new, I have posted photo's of this fix on other threads about the same problem, but as already stated once the cover is refitted and the bolt inserted no oil should escape, Mike as come up with a good idea Loctite a 12mm thread then use a nut. I am sure you will decide which is the best way to solve it and follow that fix

If this was on an aeroplane and had caused a crash, it would be deigned out, thus supporting the thought it is not a good design.

Too many people to individually thank ,so a Big General Thankyou to all.
The thought has crossed my mind however that my leak may have been present for years ? Because it only became apparent while running the engine with the cover off and bolts out. On most previous occasions the engine had not been running when the cover was off, therefore not throwing oil out and giving no indication Also whilst doing a google search before starting this thread I came across articles from as early as 2007. So deductively its possible there may be many more out there with the same problem, but yet to be diagnosed unless the engine is run with the bolt out. Its not my place to advise on something I knew nothing about ,nor copy and parry others experiences. But I don't think it would be a bad idea for others to run the engine next time the cover is off ,just to have a look. Thanks Paul

I've been driving around for the past six months with the engine cover off and no bolts in place without any issues.
The only reason for this is that one of the allen key bolts was rounded off and so tight that I couldn't get it out. So drastic action was taken by snapping the engine cover in half so a set of mole grips was clamped onto the offending bolt and unscrewed. I do have another cover now but I require three new bolts as the other two were well past it. But haven't got around to getting them. Will remember to use washers prior to fitment.
