So am I right in thinking this can be done without a T4?

Don't think so.... its a new program flashed to the EEPROM

Yes, you need a BMW tool, the person who done it was going to do a how to but he didn't have access to a pc to post up pics

Here you go John, have a look at the attached PDF

You will see two separate binary dumps from the same car, the one at the top of the image is a standard V8 dump, the one below the V8 with fuel consumption enabled.

On your car, the highlighted byte will read 20h change this to 21h and rewrite the EEprom.

I would always save a copy of the original binary file as read from your IPK, using a memorable filename before editing, this way if in the unlikely event you encounter a problem, restoration is easy.
