Its a BMW option, along with disconnecting the indicator stalk.

Maybe the driver only has one (right) arm and their (blind) passenger has to change gears for them,
Or it's just ridiculous correctness incase the driver is blind (or identifies as a tree and therefore doesn't recognise numerals).
