Changing the Instrument pack will revert to your Previous mileage stored elsewhere, if it is New replacement, otherwise a secondhand one will show the mileage that was on that.
Companies do advertise that they can reset the Mileage and is Legal as long as not done to Defraud or give wrong Impression of Mileage.
I have not heard if these have been sucessfully reset, unless anyone can confirm otherwise.
