Chinese cooling fans

I was pondering this the other day... the Chinese cooling fans all seem to have little balance wieghts on them, and it got me wondering which was the more likely scenario? :-

1) The Chinese made fan is better quality as it is balanced correctly, and the old genuine ones were not as good in terms of spec.

2) The Chinese made fans are garbage, and required balance weights whereas the old genuine ones were manufactured properly, and did not require any balance weights at all....

Some will say yes and no. others will say no and yes.
I'll have to ponder on it.
