In my experience its usually the tensioner that fails and sounds like this.

Trikey's probably right but just as a check , is the aircon actually turned off ? Is it the climate control version with the Econ setting ?
Do you think the noise is in the engine compartment or under the dash ? I just ask as I have a similar noise and believe there is a blower in the heater unit which varies with speed and can make this kind of noise ( All my tensioners and pulleys were renewed at a recent belt change so I'm happy with them )

Also give consideration to alternator bearing running dry. I hadnt had any previous issues until returning home on a long journey I had a dry whining sound start, Couldn't see anything at idle and at steady revs noise was lessened so decided to keep going for home. Didnt make it, in slow traffic engine stalled and wouldn't turn and I thought it had seized. Turned out that the bearing had completely broken up, locked the alternator which amazingly locked the drive belt and stopped the engine.

There are two tensioners that operate in a similar fashion. Apart from the aircon belt the auxiliary belt also has one. Maybe worth a listen there too.
