very strange noise

there's a very strange noise when i turn my wheel and accelerate at the same time , I really don't know what it is & how to describe it so I uploaded the video to youtube:

if someone can tell me what this noise is I'd appreciate it, the car drives & feels fine but this noise is annoying me. It doesn't have to do with the a/c or econ etc.

Something related to the power steering. Whining noise sounds like a pulley bearing failing, however mine sounded a little like that when I had a PS pipe burst - as well as the wheel jumping out of my hand. Do you have steering fluid? If you do, I would listen closely to the pulley at the pump.
