I have always been a supporter of the car tax, and latterly ved being levied via an additional fuel duty. The reason behind this is to make fair on those paying it, as opposed to those avoiding it.
It is not a tax for the road use, it is a tax on owning a vehicle and the subsequent impact on the environment/air quality. The additional revenue could (but likely wouldnt) be used to pay for that impact ie the additional strain allegedly placed on the health service - much in the same way additional taxation is added to tobacco. Those tourists/commercial vehicles etc are impacting upon that environmental impact, and as such, this would go a small way to contribute to it. This would apply to those using badly maintained engines, doing 100k miles per year, making it fair against those who pollute less by doing 1000 miles per year. It also narrows the disparity between those who burn 1000s of gallons of fuel, even though their vehicles on paper produce minimal pollutants per km. Sent from my SM-A600FN using Tapatalk

Bit of fag packet maths, foreign vehicles are 0.4% of all traffic in the UK. An extra 0.4% of fuel duty (£125m) add on tourists using hire cars here and the fact fuel duty would be higher.
All totalled I'd say it's be £200m extra from tourists and foreign registered vehicles if VED was put on fuel. |

Locking fuel caps are very inexpensive. Pre-pay pumps at fuel stations is fairly common in the world. Here, that was brought on by deaths of fuel station attendants during "gas and dash" fuel robberies.
Vehicles here get taxed every time they are sold. It is not unusual for cars to be taxed more than their new cost during their life on the road. Then, when they are parted out at salvage yards their used parts are taxed. Every year we have to pay the registration fee, but this amount is determined by vehicle class (car, truck, truck GVW, motorcycle, etc.), not by model/emissions. Then there are 3 or 4 taxes on every litre of fuel sold - to the tune of 25-40% of the price per litre depending on where in Canada you live. Here in Nova Scotia the roads are so bad there is regular damage to cars. They are in the same condition in Quebec and Manitoba. Quebec has had bridges and overpasses fall apart due to lack of maintenance. Vehicle related taxes everywhere mostly go into general coffers so very little ever gets spent on roads/infrastructure. Governments are incompetent everywhere.

Last time it was discussed I did me tion that as a concern, however I cannot believe it would increase significantly. Certainly I believe the reduction in ved evasion prosecution would balance any increase in prosecution of bilking. Not to mention saving the various agencies the cost of chasing the evaders. It may though cause a number of redundancies in the relevant department though.
