I think that's a result of environmental pressure from ornithologists regarding the bird population and the nesting/feeding necessities. Not to mention the getting together bit undercover.

Unfortunately many councils take that to mean July/August 2050!

Anyone can report local issues like potholes or overgrown verges, etc on https://www.fixmystreet.com.


The local councils responsible will receive the details and take whatever action is needed. Does work, have been using it for years.
