A pure guess but...

So far as the so-called ‘civil’ service is concerned there will be much criticism with no direct blame attached. Absolutely zero observable action will be taken and precisely no heads will roll.

The machine is concerned only with itself and the impervious screen carefully built around it is self protective to the extreme. The colour of the prevailing party has no influence of any kind other than causing the ‘service’ to close ranks to protect its own internal interests. Lilliput comes to mind.

I see BoJo has rewritten the ministerial code presumably so he can get off when he is found to have broken it. Trump would be proud of him!
