Theo, as I pointed out earlier in your thread no-one has to "scrap their cars". It's an economic argument. If you pay the ULEZ charge you can continue to use your older petrol or diesel car. Remember also that many vehicles meet the Euro 4 standard and so are exempt (for the time being, until they raise the bar). Simon
