Default HP. Laptop issue

You guys were great recently helping me to sort my laptop, so I'm going to chance my arm in asking you for ideas with a friends laptop!

It's an E.SYSTEM 4215c. He installed Vista7 but now it's incredibly sloooooow. He wants to format the hard drive to remove all the rubbish and start again, but it won't allow him to format it.

Any suggestion on how he can fix it?

Will the Windows 7 disk not format the drive? You may need to not hit install or set-up instead navigate to my computer, cd/dvd drive then see what files are on the disk.

or instead use D:/format C: as a command line at start up and before Windows loads.

If neither suggestion works, format from an older version of Windows using NTFS as the file type.

Does it have enough RAM to run windows 7? Its a dated laptop, windows 7 needs at least 1 GB ram but I would recommend at least 2. I think standard that laptop came with 0.5GB ram with space for up to 1.5GB?
