Could not happen here 48 hours would take to decide who is responsible for that part of the road and another week for all health and safety inspecors to give a green light to fix it

Yep, but I can't see their tailgates opening in the video at exactly where the gear gets laid. Deffo a doctored video for me.

That's not a road being built. What you see is the wearing course being laid.

There is a great deal more work before what you see in that video happens.

I guess if would fool a lot of folk if you know nothing about road construction though.
