Default Throttle body issue

Hello everybody, got the air filter down today for a little inspection with it's housing down too, turned the engine on and looked what happens inside the throttle body, and noticed that there are actually 2 valves, the first one that you can see right in the front, which I found completely open (is this normal?) and a second one in the back which I couldn't see I guess that regulates the amount of air entering the inlet manifold when pressing the cable, both valves are operated by a cable in our cases, but the first one, the visible one is operated by a cable at the right looking from the front of the car and is always opened, I would like to know why is this and why nothing happens with it not even when I rev the engine? I don't think it's stuck or something because when pushing it it moved good and fine, it is a little gunky, not much at all, but that wouldn't be 100% an issue to stop it moving, so what's it's role?

The first flap is for the cruise control and when not in use lives in the open position

Good to know haha, will I get better air flow if I just take it out if it's no use for me?

Not really the throttle body is designed to provide adequate airflow unless you are trying to improve performance if this is the case you would be better with a custom map if you feel your car is down on performance make sure your vis motors function correctly

First flap is actually traction control, the cruise control clips onto the main butterfly and holds that open. If the throttle body has 1 butterfly it supports cruise (you still still need the cruise parts), if it has 2 if supports cruise and traction control.
