Default Rover 75 handbrake

Just bought a 75 it's a 53 reg, the handbrake can be pulled up as far as it goes it looks as the nut has been done up as far as it goes, would it be stretched cables, or would I need a replacement stretcher that goes between the cables under the panel under the carpet, I had this before and was told cables don't stretch and had to get a modified stretcher this was on a later model, any advice is welcome.

PS Remember that there's adjustment at the rear brakes themselves - it's not just on the handbrake.
