If it's the guy's own car then he's still technically only helping out.

Either way he's being a selfish %$*& and breaking lockdown rules by coming over and needs to be reported. That might sound harsh, but to put things in perspective it would only take one person on every street to be out when they shouldn't and there'd be in excess of 1.5 million people flouting the law. Some might be thinking along the lines of 'well he's only in contact with one other person so it doesn't really matter' but who else might he be mixing with either at home or by going to other places he shouldn't? That's the sort of attitude that's had at least some influence on this country's current high infection and mortality rates.
sitting on the fence, Derbyshire police have been criticised for fining two women that drove each in their own cars 8 or 9 miles to meet up and go for a walk, socially distancing of course. On another forum the police are being not just criticised but slaughtered for fining the women

Doesn’t apply to tory politicians or Barnard Castle, But those two women did break rules by driving out of their local area to go for a walk. Rules stay you may drive to exercise, but it must be in your local area.

We can walk into our local village takes about ten minutes for some basic shopping, we also have to drive six miles to a Morrisons for a more substantial
shop, today I shall drive to said Morrisons for essentials 10 bottles of Red Wine and two cases of Thatchers gold, the wine normally £6.75 a bottles from them is now two for a tenner. Click and Collect.
Got to be done.

And we only know the two women's side of the story. By the way they've stirred up media comment you'd be forgiven if you didn't harbour the thought that they might've wound up the police and not complied with an initial request to leave. I wouldn't blame the police for having a short fuse if they've had a day of people turning up at places they shouldn't and offering naive excuses.

It annoys me that rules for the elite get overlooked

Been that way for time immemorial Andy and no matter how much we (the minnows) complain the big fish will always rule the pond.. Because money = power.
Mind you come the revolution !!!
Sorry I've dragged this thread even further off track..
In answer to your question if you feel so strongly about your neighbours then report them..But be prepared for a tough time if they find out who shopped them..

And you have to realise that temps were slightly below freezing and thus survival guide advice to have hot drinks would apply. Those pc's need to get down to Hertfordshire where I can show them picknicking!

The police say that these football fans were not breaking the social distancing laws,or mass gatherings law, yesterday before the Marine V Spurs Match.

And then I'll hold you in my dreams
