Default Central locking problem

This may be a strange one but any ideas would be great. Car won't lock with button on key or key in door.the only way to lock it is to press button next to handbrake,get out the driver door and lock it with the key.to which it beep the horn once.however,if u take the fuse for remote locking out and back in,the button on key opens and locks it as many time as u like.but as soon as u start the car and turn it on again you are back to square one with no locking working
Can anyone give me any clues

- Check and replace fuse #36.
- Check all the other fuses with a fuse tester
- You might have an issue with components on the K-bus which have shorted and draws current.
