A friend of mine in Ireland ordered some seeds from a nursery in England & it was declined under some customs/foodstuff new laws that came into force on 1st January.

That's amazing . Custom declaration to post to Ireland.
That's the price of progress I suppose
I can believe we had everything then threw it away

Some businesses in the EU are now not shipping to the UK because of tax complications.

Pre Common Market one could send a letter anywhere in the world without a declaration. I think when the letter becomes a "parcel" then a declaration has to be made. Otherwise your homegrown skunk (a UK manufacturing success story) sent to the EU might get overlooked!
