Ideally, bin it.
If you decide to weld it:- 1. Drill a hole at the inner extremity of the hairline crack (nearly twice as far in as the open crack) 2. Mark it up as "spare only - max. 40 mph" But in hindsight, No, just bin it. Mike

I would say "Bin It" along with the cracked tyre!
A good used wheel would probably cost less than a proper welding repair, and would be safer in the long run.
