Not a serious issue IMHO, I haven't had one since I've owned my 75, although have heard rumours that it can cause possible corrosion between the two 'skins' that the bung normally channels the water past.
Definition of a bung

A bung or stopper is a truncated cylindrical or conical closure to seal a container or hole....

There isn't a bung in the plenum drain hole.....if there was it wouldn't drain!!!! and everyones ECU/ECM would be swimming.

As TC says there is a rubber ring showing at the top of the hole, this is the top of a "pee shooter" shaped rubber tube that prevents the water seeping in between the sections.

Thankfully I can see the ground down my plenum drain as well....

There is a bung in the hole to the right(as you look from the front) of the plenum cover.......but that one is supposed to be there...
