The French and Spanish authorities have no problem in tracking you down...as I found out on my recent trip to Spain

Probably not; massive under-investment and wasteful spending in all our public services by previous governments, not least Border Force and their expensive, but useless computer system.

there seems to be over £200,000,000 ( yes thats £200 million) in outstanding Dartford Crossing fees that foreign registered drivers have yet to pay - this seems to suggest that the UK follow up procedure is a "little lacking" in effectiveness !

I suspect a lot of that will be Trucks, a lot of foreign truck drivers who are working on a cost per load basis will have no intention of paying it. They arrive in the UK with there fuel tanks brimmed with cheap diesel and wont spend a penny here they don't ''need'' too.

it may mean revelling data about yourself but ask the DVLA if they have passed out your information, who to and why? their response may be interesting.

I take it when you got the sim you did not give any details?

my experience of DVLA, they will pursue malicious claims at a snails pace.
