If it wasn't for all the trouble of removing the rack again as you say, and the fact you pay by bank transfer, which I know you will most likely never do again.
If you had sent payment by pay pal then you may have been better using one of these below. Reconditioned but it seems they know what they are doing, and you know what you are purchasing, one as a fitting service as well, no good to you though as you are not in the UK. I'm probably gonna do that. Not expecting much from him, he will probably simply ignore me. But I can always try.

I have seen reconditioned ones that have not been reassembled with the pinion in the correct orientation to centre the steering wheel when fitted , problem is that when adjusted to centre steering wheel by adjusting the tracking you can end up with steering lock more one way than the other and tyre rubbing against the inner wing in extreme cases

With that in my mind I tried to move from lock to lock and looked if I could see if it was rubbing against anything. Couldn't see anything. Also no problem with the steering lock either so far.
So fingers crossed that things are okay.

I learned many years ago here that I should always, ALWAYS use Paypal - and never the "Gift" option. That way you're protected - PP almost always take the buyer's side, in my experience.
I walk away from any trader now who takes the "Hey, I'm your mate, you can trust me, we don't want to give those nasty PP people their cut, do we" approach. Ended in tears once too often. Onwards and upwards mate
