The only way to slow the majority of people who drive over the limit down is by average speed cameras. However, they're expensive & because they work, there is little revenue generation to be had in the long term.

Many of the cameras are actually dummies because of the expense of connecting them all up but as you don't know which are in the system & which are not, people maintain the speed limit. Many, of course at 5mph or more below it because of speedo inaccuracy plus the timidity that cameras induce in some people, but also in the middle or outer lane whether there is traffic to their left or not. In other words they maintain their ignorance of lane discipline & The Highway Code but at the reduced speed.
