BMW would not let them. BMW simply did not care about rover. They wanted two things. The mini name, and legacy, and the technology and know how of land rover.

The germans are just as patriotic and the British, so they would not want anything to diminish the German brand.

By the time the Phoenix 4 came along the damage been done (to be fair the damage was done well before this - in the 70s). There was too much to claw back. They had the right idea with the mg brand though, but it was too far gone by then.
