The real reasoning should be along the lines of transmission. We know that a non-vaccinated person might be a carrier but is a very low risk as the virus would rather infect so the non -vaccinated are much more likely to be a victim of the virus. The vaccinated are still in this category - either you transmit but have no or few symptoms, or you become ill but probably less ill than you would have if not vaccinated.
