More details needed - Is this a manaul heating control or an automatic climate system?

A resistor pack, which maintains the blower speeds is situated behind the passenger side heater enclosure panel.Check with a known good unit.

Went out to the car this morning to have a look at the heater and it seems as though it is blowing but very slowly even when max speed is selected

Look up and to the right of where your passengers toes would be/ side of the console - the small unit mounted there is the electronic speed controller. It is held into the heaters unit's air flow for cooling, by two phillips screws and just unplugs, so it is an easy swap. Try swapping that unit for another.
