Default Part number for petrol cap - with rubber strap

hi - can anyone confirm if this part number: WLD100591 for a Rover 75 fuel cap is the one with the rubber retainer strap attached? All the pictures I can find online for this part number show no strap.

That p/n shows just the cap,no strap.I'm after just the strap (see my post in wanted section). I've posted a listing for a used cap with the strap attached.

Is the Mini R52 the same cap? I can have a look in the morning as I know some one who has one these Mini's and see if it fits?
