(In my opinion) I can't see how one party can be 100% responsible regardless of the behaviour of the other. If cyclists are using the road they have a responsibility to abide by the rules of the road.

What are the rules in these countries regards an incident between cyclist and pedestrian? The pedestrian should be more stable I guess, unless under the influence.

Agreed, but how would it be enforced? The police seem to be unable to catch all the mopeds and motorcycles being ridden without registration plates, and don't get me started on e'scooters, was sitting at a pedestrian crossing with a police car sitting behind me and an e'scooter zoomed past going the opposite direction weaving in and out of the people on the crossing!

And what did the police car do ?

Car dashcams would come into their own. Also, council's with online portals for submitting video evidence could be empowered to send out fines and collect the fines.
