Default Diesel gauge oddity

Hello! My 2001 75 CDT's fuel gauge always seems to show quarter of a tank regardless of fuel level or even if the sender plug is unplugged. My in tank pump is working and both senders are showing a resistance within spec. My dash diagnostic says there is a "eeprom coding incorrect/incomplete" error so I'm unsure if swapping the cluster and eprom may help solve a possible faulty gauge. I need to check the signal wire today but all the other connections seem fine. Any help would be appreciated 👍

FIX* Turned out my backup file I made was corrupted by a shoddy cable. A restoration of another lowline IPK fixed the issue and the car retained it's milage.
