I have only ever released the handbrake cable from the backplate when fitting a new backplate. You can use a sturdy screwdriver or metal chisel to knock the ferrule inwards to release it from the backplate and then use a dremel and a slitting disc to cut along its length. As said above don't cut too deep and it then just pries off the handbrake cable. Fitted new backplates to my ZT when I had it and now the 75 and find cutting it off quite easy. Rub of grease around the cable when refitting but new backplate likely live the car out anyway.
